Distinguished APRACA Chairman, Vice Chairman, Executive Committee members, Secretary General; other distinguished speakers and invitees, my warmest welcome and a very good morning to you all.

I am impressed to note that the APRACA remains active since as the forum upholding promotion of rural and agricultural credit in the Asia Pacific region, playing role as a knowledge depository and a mutual learning and experience sharing platform for member central banks and lending institutions in upholding and promoting flows of agricultural and rural credit.  Financing of agricultural and other rural farm and off farm economic activities is crucially important for food security, livelihood security and poverty eradication in large swathes of population in our region and elsewhere; and as a founder member of the APRACA Bangladesh Bank (BB) has remains proactively engaged in addressing the challenges in maintaining adequate financing flows to these sectors of the real economy.

Substantial expansion of Asia Pacific region’s share in global agricultural output and trade indicates substantial success of APRACA’s in its well over four decades of existence; but much also remains to be attained in drawing agricultural and rural financing fully into the mainstream activities of financial institutions and markets in our region. Disruptive events like the last global financial crisis bring up new challenges to contend with, like credit crunch or financial exclusion for farm and non-farm small businesses. Civil society awareness on these issues have heightened significantly over the recent past decades; and a number of global initiatives have emerged to promote socially and environmentally responsible ethos in financial and non financial business, interalia including the AFI and the UN Global Compact.

Functions/Rules of Business in brief:

  • 1. To provide co-ordination services to the Bangladesh Jatiya Sangsad Secretariat (BJSS), The Prime Minister's Office, Office of the Comptroller of Auditor General (CAG), Ministry of Finance (MoF), Ministry of Agriculture and Ministry of Commerce regarding the answers of questions by honorable Members of Parliaments. To collect and edit the answers of parliament's questions from various departments, prepare a consolidated report and send the same to BJSS and MoF.
  • 2. To communicate with BJSS and MoF for the meetings of Parliamentary Standing Committees, Office of the CAG of Bangladesh for the audit compliance and prepare reports/working papers/ information as per their demand and send them the same.
  • 3. To prepare DO letters, speeches, messages, greetings and condolence letters for the Governor.
  • 4. To prepare reports, answers of the queries and explanations on banking and economic issues as and when asked by the Prime Minister's office, Ministry of Finance, Ministry of Information etc.
  • 5. To check, edit and prepare minutes or working papers of various meetings presided by the Governor.
  • 6. To arrange the quarterly meeting with Internal Audit Department presided by the Honorable Governor regarding the high risk audit objections of the audit reports on various departments and offices of BB and follow-up and monitor as per the minutes of the meeting.
  • 7. To place the notes and cases submitted by various departments to the Governor for approval with brief and to take necessary actions after the approval.
  • 8. To collect information and prepare necessary working papers for internal and external meetings, seminars and programs chaired by the Governor.

Twenty first Nurul Matin Memorial Lecture on Ethics in Banking was held in Bangladesh Institute of Bank Management (BIBM) auditorium on 11 March,  Professor  Dr. AKM Saiful Majid, Chairman, Board of Directors of Grameen Bank and Former Director, Institute of Business Administration (IBA) University of Dhaka delivered a keynote speech in this program.

Mr. Abdur Rouf  Talukder, Chairman of BIBM Governing Board and Governor of Bangladesh Bank  presided over the session while BIBM Director General Dr. Md. Akhtaruzzaman made address of welcome. Dr. Ashraf Al Mamun, Associate Professor and Director (Research, Development & Consultancy) of BIBM gave vote of thanks of the program.
Former governors, deputy governors, senior central bankers, government high officials, BIBM’s chair and supernumerary professors, top executives from different banks and financial institutions, university professors, academicians, faculty members of BIBM, senior bank executives, media representatives, officers of BIBM participated in the 21st Nurul Matin Memorial Lecture program.
In his keynote speech, Professor Dr. AKM Saiful Majid, Chairman, Board of Directors of Grameen Bank said, ethical banking practices serve best the long-term interests of the stakeholders, particularly the customers, the service provider banks and the bank owners. Ethical banking practices have some inherent strengths and advantages.  
He said, bad management in the banking industry of Bangladesh has given rise to unethical banking practices in the country. In Bangladesh multiple incidences of bank failures occurred over the last 3 decades due to unethical banking practices in Bangladesh.

Atiur Rahman (Bengali: আতিউর রহমান; born 3 August ) is a Bangladeshi development economist, author, and banker. He served as the 10th Governor of Bangladesh Bank, the central bank of Bangladesh. He has been called "the banker of the poor" for his contributions in developing the Bangladeshi economy. Rahman is credited with instituting changes in the banking industry that greatly increased the country's foreign exchange reserves and brought automation and digitization in the banking sector. Achievements during his tenure include the creation of the National Payment Switch; introducing automated check clearing for banks using local currency cheques; starting mobile banking; establishing the Bangladesh Electronic Funds Transfer Network (BEFTN); and installing the Bangladesh Automated Clearing House (BACH). On 15 March , he resigned as central bank governor after the cyber hacking and theft of US$ million in foreign reserves from the Bangladesh Bank account held at the Federal Reserve Bank of New York.

Early life

Rahman was born in a village in Jamalpur district on 13 December His father, who was a landless farmer, had received no schooling. Rahman went to school, but had to quit after third grade due to their financial situation.

He was able to resume his education shortly after, taking the final examination for sixth grade. Eventually, he was admitted to Mirzapur Cadet College in seventh grade. A teacher, Foyez Moulavi, collected charity funds to facilitate his admission. Considering his financial inability, the college authority granted him free tuition. Thus he could continue at the college, where he passed the SSC and HSC examinations, securing positions in the merit list both times.
